The primary goal behind the concept and design of the Business Park was that of public service.

Thessaloniki Business Park (EPPATHE) is a state-of-the-art business incubator of international standards, that provides every investor with exact information on permitted land uses, applied terms and regulations, as are clearly stated by Law 3982/2011, thus ensuring fully controlled project planning and scheduling, overcoming bureaucratical problems and delays. At the same time, the Park Rules of Operation set specific guidelines that maintain the smooth operation of each business and describe the provided services and the obligations of the established businesses.

 

Administrative – legal incentives and benefits for the companies established in Business Parks

  1. Investment certainty: Business activities situated within areas with spatial compatibility with General Urban Planning, Special Spatial Frameworks, National Spatial Framework, and the consequent legal certainty deriving from Urban Planning regulations, not available outside established business parks.
  2. Less administrative burdens: Due to the controls and conditions that have been ensured with the approval of the development of EPPATHE and its «Operating License» (Certificate Decision), the established companies enjoy:

    1. exemption from the obligation to obtain an Installation Permit
    2. exemption from the obligation to obtain a Liquid Waste Disposal Permit through certification by the EPPATHE Management Company.
    3. exemption from the preliminary Environmental Assessment and Evaluation process
    4. exemption from Environmental Conditions Approval in certain cases and categories of companies
    5. exemption from the obligation to obtain an Environmental Assessment Report by state agencies, needing only the assessment of the EPPATHE Management Company.
    6. obtaining an Operating License upon the recommendation of the EPPATHE Management Company within a period of 20 days from the submission of the required supporting documents to the licensing authority
    7. merging the issuing of the Operating License for low-nuisance companies and the Approval of Environmental Conditions in one procedure.

  1. Complete and detailed Rules of Operation for the Business Park: as an integral part of the land acquisition contracts, it ensures the orderly operation of the Business Park, beneficial for all, as its binding terms and rules are in advance accepted by the companies to be established in it.

Financial incentives and benefits for the companies established in Business Parks

  1. Subsidies through Law 4399/2016:The companies that choose to settle in Business Parks belong to the Special Reinforcement Category of article 12 paragraph h. of Law 4399/2016, based on which the provided aids are such as:
    • Tax exemption for the income tax on certain pre-tax profits.
    • Monetary Subsidy, calculated as a percentage of the supported costs of the investment plan.
    • Leasing subsidy, as the State covers the paid installments of the lease agreement for the acquisition of new mechanical and other equipment and is determined as a percentage of their acquisition value.
    • Subsidy for the cost of new employment, as the State covers part of the salary (article 2, par. 31 GAK) of the new job positions that are created and connected with the investment plan and which do not receive any other state aid.
    • Stable income tax rate (tax system), according to par. 1 of article 67.
    • Business risk financing through a participation fund.

    The advantage of investment plans implemented within EPPATHE concerns the percentage of the subsidies grant, which can amount to 70-100% of the supported costs of the investment plan.

  1. Exemption from real estate transfer tax during the purchase and sale of land for the establishment and operation of businesses (article 62-par.1)
  2. Exemption from income tax for added value by the sale of real estate and facilities due to relocation of a company to a Business Park. (article 62-par.3).
  3. Reduced Uniform Property Tax (EN.F.IA., former FAP), for plots located within Business Parks (art. 4-par. 1d of Law 4223/2013.
  4. The investment plans of a budget of over € 15 million, are characterized after of D.E.S.E. decision as “Strategic Investments” of Law 3894/2010, investments, provided they are implemented within Business Parks and are put in “fast track” (article 1 of Law 4146/13).
  5. The creation of free trade zones is permitted as well as free trade warehouses or customs warehouses or temporary storage areas (Article 50).
  6. As established, the municipal fees per sq.m. for businesses cannot exceed the average charge for the corresponding, out of Business Park, use.
  7. Economies of scale are created by the use of common infrastructure and shared support services (eg security, maintenance, cleaning, etc.), which are included in the approved Rules of Operation of the Business Park, as well as by other added value support services for sustainable management. (eg controlled truck parking spaces, transport management, services, cafeteria, restaurant, bank, mini-market, etc.).).

The building regulations in the Business Park are particularly favourable for all enterprises. Based on contemporary urban planning, the Park is divided into three (3) sectors according to the planned usage and delimited Building Blocks.

Permissible uses:

SECTOR A: The uses stipulated in articles 5 & 7 of Presidential Decree 23/2/87, Government Gazette 166Δ/87 excluding moderately polluting industries.
SECTORS B-C: The uses stipulated in articles 5 & 7 of Presidential Decree 23-2-87, Government Gazette 66Δ/87.

Thus, the advantage for enterprises to be established in EPPATHE lies in:

  1. High building coefficient of 1.6 compared to 0.9 and 0.2, that applies to industries and warehouses in unregulated areas.
  2. 60% coverage percentage compared to 20-40% for developments in unregulated areas
  3. Maximum height, which ranges from 7.5 to 11m and, by way of derogation, 15m, whereas for the EPPATHE it is 15m in sector A and 20m in sectors B and C.
  4. The licensing process, which is in any event expressly more difficult in unregulated areas compared to organized and delimited areas such as EPPATHE.
